A new electricity supply application is needed when a premises requires a new electricity supply arrangement from TNB.
This may apply to:
a newly completed property;
a property without an existing electricity supply;
a premises where the previous supply arrangement is no longer suitable;
a new electrical installation requiring permanent supply; or
another situation where TNB requires a new electricity supply application.
The exact requirements depend on the property, electrical installation, required load, and TNB’s supply arrangement.
Some larger or more complex electricity-supply matters may also require an Electrical Consultant Engineer.
A new electricity supply application is not only an application for a meter.
Before TNB can supply electricity, the customer side must have an electrical installation that is appropriately prepared for that supply.
The Electrical Contractor handles the applicable customer-side electrical responsibilities.
Depending on the job, this may include:
inspecting the premises;
understanding the customer’s electrical requirements;
assessing the required electricity supply;
preparing or coordinating the electrical installation;
identifying any required rectification or additional work;
arranging the appropriate competent-person involvement;
preparing technical information and documents;
preparing or coordinating the applicable TNB application;
carrying out or arranging applicable testing and certification; and
coordinating customer-side readiness with TNB’s supply process.
Where the application falls within our scope, The Victor Chor Works acts as the customer’s Electrical Contractor.
Our role may include:
reviewing the customer’s intended electricity requirement;
inspecting or assessing the site where required;
identifying the correct electrical and application route;
advising what customer information and documents are required;

carrying out or coordinating electrical work;
arranging the required competent-person responsibilities;
preparing or coordinating the TNB application;
responding to relevant requirements within our scope; and
helping coordinate the matter until the agreed electrical and application responsibilities are completed.
The exact scope depends on the particular project.
The customer generally needs to:
explain what they are trying to achieve;
provide accurate personal or company information;
provide property information;
provide required supporting documents;
provide access to the premises where necessary;
make decisions or approve work where required;
sign applicable documents;
make applicable payments; and
respond when additional customer information or action is required.
We will advise what is required for the particular application.
Some larger or more complex electricity supply matters may also require an Electrical Consultant Engineer.
Where required, the consultant handles the applicable professional engineering responsibilities.
The Electrical Consultant Engineer and Electrical Contractor have different roles.
The consultant does not simply replace the Electrical Contractor.
The exact requirements depend on the applicant and property.
They may relate to:
customer identity;
company information where applicable;
property ownership or occupancy;
property details;
intended use of the premises;
existing electricity information where relevant;
technical information;
electrical load;
approvals;
authorization; and
other supporting documents.
Some documents are provided by the customer.
Some are prepared by The Victor Chor Works.
Others may need to be provided by another professional or party.

What You Need to Prepare
A typical new electricity supply matter may follow this sequence:
Customer requirement
↓
Site / electrical assessment
↓
Determine the correct supply and application route
↓
Collect information and documents
↓
Prepare customer-side electrical installation and technical requirements
↓
Prepare and submit / coordinate the TNB application
↓
TNB processing
↓
Additional information, work, payment, or clarification if required
↓
Customer side becomes ready
↓
TNB completes the applicable supply / metering / connection work
↓
Electricity supply connected
↓
Agreed contractor scope completed
Not every application follows exactly the same sequence.
Submission means the application has been sent for processing.
It does not mean the supply is immediately ready for connection.
TNB may need to:
review the submitted information;
assess the electricity supply requirement;
determine the applicable supply arrangement;
request additional documents or clarification;
request amendments;
issue applicable charges or requirements;
carry out TNB-side work; or
wait for the customer side to become ready.
During some stages, the matter may simply be waiting for TNB or another party to complete the next step.
Additional requirements may arise because of:
incomplete information or documents;
site conditions;
existing electrical installation issues;
changes to the intended electrical requirement;
TNB technical requirements;
additional electrical work;
other authority requirements;
consultant involvement; or
another condition discovered during assessment or processing.
If this happens, the important point is to understand:
what changed → why it changed → what additional work or information is required → who needs to handle it
A new electricity supply matter may involve different charges from different parties.
These may include:
The Victor Chor Works
professional service;
inspection;
electrical work;

competent-person involvement;
testing and certification;

other agreed work.
TNB

infrastructure-related charges; or
other TNB costs.
Other professionals or parties
consultant fees;
authority fees;
civil work;
management or developer requirements; or
other third-party costs where applicable.
The important distinction is:
who is charging → what the charge is for
A new electricity supply matter is not complete simply because the application was submitted.
Depending on the agreed scope, completion may require:
the application to be processed;
required electrical work to be completed;
required customer-side conditions to be ready;
applicable approvals or requirements to be satisfied;
TNB-side work to be completed;
the meter to be installed where applicable;
electricity to be connected; and
the agreed Electrical Contractor scope to be completed.
A new electricity supply application brings together:
the customer’s need
↓
the customer-side electrical installation
↓
the Electrical Contractor and competent persons
↓
TNB’s electricity-supply process
↓
a completed electricity supply arrangement
