The customer is responsible for having an electrical installation that is suitable to receive and use that electricity safely.
Electrical installations involve professional electrical responsibilities. Depending on the work, this can include wiring, supervision, testing, completion, certification, and other electrical requirements that must be handled by appropriately registered contractors and competent persons.
An electricity supply matter is not only an administrative application.
It may involve:
the condition of the existing electrical installation;
electrical wiring;
electrical load and supply requirements;
protection and distribution equipment;
testing and certification;
competent-person responsibility;
site readiness; and
coordination with TNB requirements.
These are professional electrical responsibilities rather than ordinary owner-managed paperwork.
The Electrical Contractor provides the professional electrical service needed on the customer side.
Depending on the job, the contractor may:
inspect the premises and existing electrical installation;
assess whether the installation is suitable for the intended work;
identify electrical work or rectification that may be required;
arrange the appropriate competent-person involvement;
carry out or coordinate electrical work;
prepare relevant technical information and documents;
carry out or arrange applicable testing and certification;
prepare or coordinate TNB applications and requests; and
coordinate the customer-side electrical installation with TNB’s work.
The exact responsibilities depend on the type of service and the condition of the premises.
The purpose is not simply to satisfy paperwork.
The professional electrical structure helps ensure that the customer’s installation is appropriately inspected, prepared, supervised, tested, and handled before electricity is connected, restored, changed, or used.

Yes.
Some larger or more complex electricity supply matters may also require an Electrical Consultant Engineer.
Where required, the consultant handles the applicable professional engineering responsibilities.
The Electrical Contractor continues to handle the applicable electrical contracting, wiring, installation, competent-person, and related responsibilities within its scope.
The consultant does not simply replace the Electrical Contractor.
You are not appointing an Electrical Contractor only to submit a form.
You are appointing a professional electrical service provider to take responsibility for the applicable customer-side electrical work and to coordinate that work with the TNB electricity-supply process.
