Electricity supply involves two connected but different areas of responsibility:
TNB’s electricity supply system
and
the customer’s electrical installation
Understanding this boundary helps explain why TNB and the Electrical Contractor have different responsibilities.
TNB is responsible for the electricity-supply utility side.
Depending on the matter, this may include:
the electricity distribution network;
TNB-owned cables and equipment;
supply availability;
the applicable supply arrangement;
TNB-side technical requirements;
metering equipment;
TNB charges and quotations;
TNB infrastructure work; and
connection or restoration of electricity when the applicable requirements are satisfied.
Work on TNB-owned equipment remains under TNB’s responsibility.
The customer is responsible for the electrical installation at the premises.
Depending on the property, this may include:
electrical wiring;
distribution boards;
protection equipment;
circuits;
electrical load;
meter-related customer-side facilities;
installation condition;
testing and certification; and
readiness to receive electricity.
These customer-side electrical responsibilities may require a registered Electrical Contractor and appropriately competent persons.

Both sides need to be suitable before electricity can be connected, restored, or changed properly.
TNB does not normally take responsibility for all electrical work inside the customer’s premises.
The Electrical Contractor handles the applicable electrical responsibilities on the customer side.
This may include:
inspecting the existing installation;
identifying missing, damaged, or unsuitable customer-side items;
carrying out required electrical work or rectification;
arranging competent-person involvement;
testing and certification;
preparing technical information; and
coordinating customer-side readiness with TNB’s work.
A customer may sometimes be able to request meter installation or restoration directly.
However, TNB still needs the applicable customer-side installation and meter area to be ready.
If customer-side components are missing, damaged, or unsuitable:
Customer request alone

Electrical Contractor inspects and rectifies

customer side becomes ready

TNB can carry out its applicable work
This is why contractor involvement may still be recommended even when the customer can make the administrative request personally.
For an RJO matter:
TNB-owned work remains TNB’s responsibility.
Customer-side electrical work remains the responsibility of the customer and their appointed Electrical Contractor where applicable.
The contractor may coordinate both sides, but does not take over work that belongs to TNB.
TNB takes care of the electricity-supply side.
The Electrical Contractor takes care of the applicable customer-side electrical installation responsibilities.
The process works when both sides are properly coordinated.
